b. 28 Dec 1919, d. 17 Jun 1981.  Howard Lester Horkey was born to Emil and Caroline (Litke) Horkey in Cottonwood Co., MN.  He attended rural schools and later took a number of courses in police training.

He helped on the family farm for a number of years before joining the U.S. Navy in 1942. While in the Navy, he was wounded and was discharged from the U.S. Naval Hospital at Great Lakes, IL in 1945.

On 21 May 1945, he married Mabel Messenbrink; they had 8 sons.  For 2 years following their marriage, the couple farmed.  Howard then began his career of police work serving at Bagley for 4 years and then returning to Windom.  He retired after completing 20 years of service in Windom.  After his retirement, he served as a part-time dispatcher at the Cottonwood Co. Law Enforcement Center.
